Looking Back to Look Ahead

When the first large Homeless Emergency Aid Program funding arrived in California's counties, homeless service providers developed ways to spend $14 million between March of 2019 and June of 2021.  Applications were submitted to the Home Sonoma Leadership Council's Administrative Entity (the County's Community Development Department), reviewed by its Performance and Evaluation Committee, and approved by the full Governing Board. 

In that process, the staff prepared three-ring binders for the nine members of the Governing Board containing not only the applications but the staff's evaluation of the applications.  Here are those Application Evaluations of the services proposed.

Before HEAP arrived, Catholic Charities operation of the Sam Jones Homeless Shelter, Family Services Center, HOST, and the Drop-In Center were funded by Santa Rosa.  Each quarter, their contract scope of work required them to submit reports of those served, sheltered, and housed.   Here is a spreadsheet which contains a summary of their results over three years.

HUD Grants to Sonoma County

I believe that the new Secretary of the U.S. Housing and Urban Development (Congressman Marcia L. Fudge of Ohio) will task her staff with undertaking a stronger federal role in addressing homelessness.  That will begin by helping local communities review their current programs to determine gaps in services and areas of improvement.

HUD maintains websites containing annual reports from all local CoCs listing all awarded grants since 2005.  Sonoma County has received $26,746,589 over 15 years, and I have sorted and listed them by agency on a spreadsheet with minimum descriptions, and no performance data.   However, our local CDC staff have had defined management responsibilities over the implementation and execution of the grants, and the CoC should be able to receiver report on what worked, and what lessons were learned.
